If the 15/16 seat will work on the older bikes I wonder why companies such as Mustang are marketing a 15/16 seat that they advise won't work on the earlier bikes.
Don't know about the others, but Mustang actually built their Summit model from the seatpan up specifically for the Rushmore bikes. The passenger pillion is 16" wide (slightly wider than stock IIRC), but still works with the tour-pak. The driver's seat is 19" wide in the main seating area and moves you back almost 2", but it's slightly narrower in the tongue area to help with leg clearance when stopped and/or walking the bike, which also takes advantage of the narrow primary on the Rushmores.
Yes I just put my 2013 seat in my 2016 RGU for the heck of it. Same seats same frame.
Some of the Rushmore touring seat are just a touch longer, but makes no difference.
The 11-13 seats sit you down lower . The 10 seats have more cushioning but had bad base plates. The moco had a recall fix for them. They also had the Street glide stitching. Not sure about the 09 RG seat.
My Mustang seat that I had on my 08 Electra Glide fit perfect on my new 16 RGS. Everyone at dealer said no it won't fit have to buy a new one. On Mustang website it says 08-16 touring, the seat they have for Rushmore is just bigger and wider to fill the gap between speakers on the RGU.
