Put on a 21" wheel and its on the stand it not moving free it like something is holding it back is it to tight or something bearing are be and use my stock spacers

I dont have a 21" wheel but from what i understand is that you need to make the rear fender mounting holes larger so the rear of the fender can pick up alil and give you the clearance you need. Or at least loosen the fender bolts and make sure that is the problem before you drill them out

Could be a dumb question, but did you confirm it's not rubbing the fender? There's about a 1/4 of slop in the struts that you need to max out to ensure clearance.

Did you put the spacers back just like they came off ?

Also make sure the spacers are ON the correct side. I know that on my 07 that one side is a little longer than the other. Although you should have seen a problem when putting the calibers back on.

Theres supposed to be a little resistance there. Don't know what year but make sure your abs is hooked up properly within the tabs if you have it. Also like Rlaf75 said make sure your reem out your back holes on the fender, so you can tilt it up a bit.

Not sure what bike the OP has but some of the Screamin Eagle models require a fender bracket to raise the fender.

What year is your bike? Did you put new rotors and pads on too?

I added new rotors but not new pads you think the pads are to thick or some thing going to pull the rotors off and see if they spin free
