I dont think the fender is the problem going to pull rotors to see if that is the problem

I wouldn't pull the rotors just yet. Pull off the calipers first see if that helps. If it does then check clearances as you slide them back on. If they are tight then look at wheel spacers.

Want to thank all the guys on this forum for your help the wheel spin smooth now took it apart change the spacers and it was fine thanks guys so much.

I could be wrong .. I believe you should put on new pads if you replace your rotors.
