With the front end raked (via a set of trees) it pushes the front axle center line forward, moving the wheel and fender with it.

How much did you lower your bike, depending on what your doing/plans are its not always the thing to do

Not to rep another site!!! But +2 on those guys knowing exactly what you'll need to do......most use trike trees for 23"
Good ain't cheap, cheap ain't good.......

You have several choices when it comes to putting a 23" front wheel on your bike. The way that we did our shop bagger is without raking the bike, a progressive spring lowering kit, and an extra fork stop chopped in hal with half on each fork along with heavy fork oil. We used a 23" wrapped fender and that is it.
