Thank you, I did take it off to look at the wellnuts. The two on either side of the center screw didn't compress properly, think I over tightened. I couldn't get them back into shape so I reused the original hardware.

19-21 counts start when the screw begins threading.

You might have over tightened just a bit but is ok. You still could use it even it didn't get back into shape.

One was to compressed and couldn't get back into the fairing so that's why I reused the original wellnuts. Hopefully spring hurries up so I can take the bike for a spin but until then, I can only dream.
