I believe all four ways flash the same. Because the light is in the center it can be hard to see what side trafic is required to do and you get programed to the rules of your home state. I was in upper Michigan stoped for a flashing red light, pulled out and had a WTF moment. Other states chime in, how common is this that one direction will have a flashing red and side trafic have a flashing yellow.

here in la, if you have a flashing red, the cross traffic usually has a flashing yellow. no matter where i am, if i come across an intersection like that, i do not move until i know that the cross traffic is indeed coming to a stop. better to be wrong, than dead right....

Flashing red one way, flashing yellow the other is very common in Florida.

same here in Montana.In a small town near me,after midnight the regular signals go to that pattern.flashing yellow for the main drag and flashing red for the side roads.
