What is this...

I removed my fuel tank to run some wires to the battery for my iSimple iPhone connection and upon reinstallation, I have this. ImageUploadedByMO Free1400945405.830281.jpg
WTF is it? I know it has something to do with the base of the tank but can't seem to see how it installs. The manual doesn't say anything about it and it really is a pointless item as I rode to MB bike week last week without it.

it goes at the base of the fuel tank under the fuel tank mount. The inch tab that the screw goes through to hold the tank will go between the center of the bracket.

I left mine off when I painted last year. One of those SMH items. I suppose it would protect the fuel overflow line but..............
