ECM Flash after Cat Removal

I have a 2016 RGS and have removed the Cat, Is Flashing or tuning necessary afterwards. Still has stock head pipe and mufflers. I know its been asked many times but couldn't find a definite answer. So I come to the experts.

If the only mod is remove the cat, then a tune is not required. The difference in flow is very slight.

You only need to get a retune if you increase the air volume entering the engine. (Adding a high flow air filter) The stock ECM will adjust for the mild increase in exhaust flow when decatting the header, but increasing the air into the engine will dilute the air/fuel mixture beyond the ability of stock ECM to compensate. Therefore, an addition of fuel must be made to keep the air/fuel mixture at the proper ratio. That is what fuel tuners are designed to do. If you decide to add a high flow filter there are plenty of tuners to choose from and just as many opinions on this site as to which one works best based on whatever mods you have.
