Power Commander 3 Ex question

Thought I would see if anyone has had any experience with the Dynojet PC 3 Ex.. I know it can be used in NY and has restrictions but for a simple stage 1 set up.. Slip ons and an air kit would this provide pretty much what I would need to richen up and get a little more pop with the stage 1 or would it be a waste? Appreciate the opinions of those in the know!
