Could be a Road Glide shield with an aftermarket GL1800 Goldwing vent...simple enough to make. You can order the part from any number of suppliers online and make your own. Here is one of many links.

I ran into a RGU rider who had one of these vents and he said it did not make any noticeable difference in buffetting. He said it did provide air to you on hot days.

I have had a Clearview with the vent, (it's a Honda vent), on my Road Glide for 3 years now and it is by far the best shield I have owned. The vent won't blow air on you, it's meant to break up the air pocket just behind the shield. I don't even bother closing the vent in the rain because i don't get wet with it open. My pals thought it was a joke but half of them bought one after riding my bike. Must be some merit to the idea, it has been around for a long time. Hell, even Harley got on board with some of the 2014 touring bikes. I just ordered one for my 13 street glide. Good solid shield and nice people to deal with.
