Handlebar/riser bushings

Thought I'd get a jumpstart on my handlebar install so I'm in the process of disassembly......everything went fine....bars off etc......trying to change the riser bushings.....got the right side bolt undone.....problem is I have to turn the forks the opposite way to access the left hand bolt but my forks seem to be locked.....nothing blocking.....didn't take the switch apart.....I'm confused.

Suggestions? Oh yeah.....2017 RGS.

Is the bolt just undone? Or out. Look under where the bolts come out. If it's not out. It'll hit. Whatever is stopping it. Is right there.
