Need torque value

What is torque value for the bolts holding on handle bar clamp when installing urethane bushings?

Lower Clamp Bolt Spec = 30-40 ft.-lbs. - (Apply 2 or 3 drops of Blue Loctite)
Upper Clamp Screws Spec = 16-20 ft.-lbs. - (no mention of Loctite in the manual for these screws)

Picture added to eliminate any confusion. Broken bolts are no fun. (4) Screws item number 15 should be torqued to 16-20 ft. lbs. in the order staush provided. (2) Bolts item number 1 should be torqued to 30-40- ft. lbs. using the Blue Loctite.

handlebars

In my 2011 manual it says the handlebar clamp should be torqued to 16-20 foot-lbs. All 4 screws. bottom screws first then top screws.

2011 Road- Glide Custom-stock engine w/K&N air filter. I like it quiet.

Tighten until the bars don't slip in the clamp when pushing the broken down bike along the shoulder of the road.
