It's a good possibility the switch is bad, or the wiring at the switch got frayed and it's touching both terminals, creating a constant on. Maybe pull it apart first and see if there's anything obvious in that switch housing before ordering a new one. Maybe it has some corrosion in it which is also keeping it in the constant on position. Once you get it out of the housing, carefully pop the plastic cover off the switch itself. If no wiring is messed up, shoot it with some electrical contact cleaner ans see if that does the trick.
