2005 tachometer issues

My tach is acting as follows, when I turn on the ignition switch (without engine running), the tach makes a ticking noise and jumps from 0 to 600 or 700 rpm and stays there even when I turn off ignition switch. If I turn the switch on and off, the tach needle keeps climbing and stays in the last position. I pulled the maxi fuse, the needle fell back to zero, started the bike and it was ok. Took the bike for a ride, the problem came back, needle came to rest at 6 o'clock position on tach. Pulled the maxi fuse, but needle wouldn't return to zero.
Anyone experience this before or have any suggestions?Thanks
