front end wobble at 58 mph every time!

I had a wobble develop while in Sturgis this year. Found a loose riser bolt. Tightened both up, now at exactly 58 MPH a wobble develops. I've been told it's the neck bearing adjustment and I should run a higher tire pressure in the Metzlers. Anyone experience something like this? It starts wobbling like you flicked a switch at 58 MPH. Every time
