Clean up rear fender

I know there is a post already kinda addressing what I'm asking but this is my post lol. I am wanting to clean up my rear fender without buying a whole new fender. I got 4.5 extended bags at the painter and don't wanna spend coin to purchase a rear fender probably starting at 500 to 800 bucks with led lights and license plate. I want to get rid or move license plate to a lower position for one. I have a street glide tri-bar rear fascia that I'm goin to install. Any suggestions on how to clean up my rear fender.

I agree with Nordic Berserker, I used an overlay from Top Shop, you can't tell it's not a whole fender, works rather well IMO.
