Passenger Foot Boards - I can’t do anything right

So, I got chrome covers for the passenger foot boards. A friend says it’s better to remove the rubber before drilling the holes - to avoid drilling through the rubber. Now I can’t get the darn things back on. The rubber nipple won’t go through the hole for me. I’m looking for suggestions.

I use silicone spray and then pliers to pull them through.

I just drilled mine with the rubbers in place. There's plenty of room to stop as long as you're not trying to burn through in one shot with a dull bit.

Pilot hole, finish hole, low speed cut, done.
