Swing arm bushings

I replaced the swing arm bearings and bushings as well as the belt and pulleys. I am having difficulty getting the bushings right. I have followed the manual each step. I am still almost an inch too wide to get the plates on either side bolted up.

I have to be missing something here. Everything seems good but I cannot get the plates to go on. I got one on and it pushed the other side out. Now to get it all back in line again.

Somewhat lost lol.
