Will vented lowers from a 2013 Ultra fit with 2015 FLTRXS? Dealer says no, but I don't trust dealerships.

They should, but will have to cut some plastic on the top to fit the fairing mount on the top of the crash bar. Also may need a 1 1/4" clamp for the bottom. Think the crash bars on the older one is a 1" crash bar. I know i needed bigger ones when i put mine on.

they stopped making the top caps with the elongated piece that covers the crash bar prior to 2010, so I don't think any trimming will be necessary.

also, the crash bar on the 2015 has a part number 49184-09a, so same crash bar since 09.

leads me to believe, you should have no problems with the fit. other than the mismatching of rushmore/pre-rushmore. not that there's anything wrong with that

I understand the concept of reality, but find it too confining for a way of life.

Yes they will because the engine guard is the same part number. I know because I had 2014+ vented lowers on my 2012.
