Qq: rear tire alignment (2003)

This is a bike that's definitely seen better days b4 I got ahold of it. I'm putting the rear back together and noticed that from the back the tire looks like it's offset to the right a bit. Normal? Or should I be looking for what (else) is tweaked?

My lift is a little tweaked so hope that doesn't throw off the picture.

I raised the tire and spun it to see where the belt tracked, it ends up about 60 thou off the outboard side of drive sprocket and doesn't vary over several revolutions. (This done w/o and primary components installed though, if that matters).
