Its an easy fix. If you are comfortable with pulling your outer primary, and can locate and drill a hole, you got this covered. By their third or fourth kit, guys are just free drilling the hole.
Some techs are putting a little bit of threebond on the vent, where it will seal to the case. Evidently some of them show a little oil stain on the back of the primary after use.

Vent seems to be working
Three weeks ago i picked up a new 2019 Road Glide S. I first discovered the transmission fluid was low at 800 miles. Stopped at the dealeer so they could add and document the amount. At 1100 my dealer put in the vent and it has been steady for 250 miles. I hope it did the trick

I have 40k miles on my 2017 RGU and no extended warranty. I talked my the service folks at my dealership. They recommended that I call Harley customer service - which I did. Customer service provided a case number - which I gave to the dealership. The dealership and customer service worked together and repaired my bike at no cost.
I've ridden 1,000 since then and it seems to have worked.

I'm happy to say that with the primary vent kits installed 500 miles on my bike and 350 miles on the wife's bike the trans fluid is at exactly the same spot on the stick! I will keep updating in 500 mile intervals.

Sorry no pics as I was in a hurry when I did the bikes. Had a ride the following morning and was getting them done around 11:30 pm the night before. I can give a few tips and helpful info though.
1)The template Harley includes you have to cut out yourself. It is very thin paper. I would suggest after you make it transfer or copy it over to a small scrap of thin flat plastic if you are going to be doing a few of these. I have one I made just for doing these in the future.
2) This is really a very easy job to do. The aluminum for the inner primary is fairly soft and very easy to cut through with a couple of sharp drill bits. I made my pilot hole with a 1/4 inch bit and then stepped up to the final size. My final thought on this is use a good (sharp) drill bit. It will make the hole nice and clean.
3) I didn't have any problems with metal chips getting into anything. I covered up the clutch basket with a old plastic bag, then I taped a blue shop rag under the area I was drilling through to catch anything that could have fallen into the primary as well. A slow cutting speed on the drill will keep from throwing chips everywhere.
4) The vent tube I pulled through using some long needle nose pliers.
5) After you get everything back together and torqued to spec I used some compressed air and cleaned off the back of the primary. You don't want any metal shavings getting onto the drive belt etc.
