HD Profile Low Touring Front 1" Lowering kit didn't lower 1"!

I just had a set of the Harley Davidson Profile Low Touring Front Lowering Kit (Part#: 54564-09) installed when I was having my front fork tubes and cow bells swapped for powder coated one.

However, upon completion of installation, the front has only dropped 1/2 inch, as measured from the bottom of the turn signal to the ground as opposed to the stated 1" drop.

I have an EZ-Up Center stand and the bike is very level (from left to right) when on the stand. I measured before I took the bike to the dealer and after. Both times with a full tank of gas and in the same spot in my garage (which is very level as well).

Any ideas on what might have happened? I'm planning on calling the dealer tomorrow and asking but I was hoping to gain some insight from the community here on what other peoples experiences have been.

Thanks in advance for you help.

Are you measuring with the stand up or down??

Both (before and after installation) measurements were taken with the bike on the EZ-Up stand.

Not familar with that kit, but if it came with a replacement top out spring you have to use the stock and new spring to get maxium lowering.
