03 lowwer fairing still rubs after 2010 main bracket

I thought if I installed the 2010 fairing bracket and the hells foundry ghost brackets , I could run any lowwers that I wanted. But I still need atleast a 1/4 in of clearance. The lowwer still rubs the bottom of the main fairing. What am I Doing wrong? Thanks in advanced for Any suggestions. It is the stock crash bar on my bike, And the lowwers are off an ultra classic from the same year with the same paint scheme. Attached is a pic of the lowwer.
