Will a 09-13 sissy bar / tour pac rack fit a 2015 ? I know the docking hardware is different on a 15.

Yes. The hardware is different, but the geometry is the same. The P&A catalog shows that the same sissy bars and tour pak racks fit the '13 and down as well as '15 models. I have a 14/15 tour pak on my 13 with the airwing luggage rack mounted on it.

I have seen some threads that talk about having to turn one of the shocks upside down on some bikes, but the geometry of the attachment points is the same.
