First, I am looking for a web hosting that charges monthly. I don't want to pay in advance and get stuck with a host.

I came across chime host - http://www.chimehost.com but I can't seem to find many sites talking about them. I see hostgator on comparison sites but they require advance payment for the low price.

so who do you recommend?

A lot of the web hosting companies are now overseas, so you are right to be cautions.
I know Webgeeks tech support and servers are in Arizona. They also have 24/7 phone support.
