Photoshop is really a great program that needs what I call "Seat Time" . In other words you need to use the program and play around to figure out how to use it best. You also need to realize that each image is different and that what worked for one image will not always work for others.
Essentially what I did was remove the tree, balance the sunlight a bit, select the flag area and then inverted the selection.
The inverted selection was then desaturated to make it black and white. After that I copied the entire image and then blurred it slightly to soften up the image.
The blurred layer was placed upon the original. On the blurred layer I selected and then erased the bike so you see the bike that was behind the blurred layer. That is why the bike stands tall in the image.
Essentially that is how I did it. I am going to do it again at a high resolution and really take my time to make a true quality image.
There are some nice photo editing programs out there that have some prepackaged effects that look great. I learned Photoshop to make websites and to touch up images of my dogs.
