A quick run down. I have a 2012 RG that has a Power Vision and 2 into 1 and have been running this set up with no changes or problems in the last 2 years.

So what is happening in lower gears at about 1500 - 2300 rpms the motor will surge but only under really light throttle, if it is at idle or under harder throttle it runs fine. This started a couple days after a fairly warm ride in town with stop and go traffic, the motor never really got hot so it may be a coincidence.
I have listened to the tank and there appears to be no fuel line leak issues. also i disconnected the power for a few minutes to see if that might be related for some reason.
This is frustrating due to i found no ecm codes and it runs fine other than light throttle.
Any ideas?

Oil blow-by -- overfill sump recently?

Air cleaner loose and/or dirty?

Gas station changed over to oxygenated fuel for Winter?

Carbon build-up on valves/heads/plugs?

Most likely: you got a crappy load of fuel.

How many miles on the bike? Check your spark plugs and and wires, you may want to change your fuel filter too. Plugs are cheap enough and it wouldn't hurt to change them out.

It doesn't hurt to do a basic tune up plugs and a fuel filter would be the best thing to do no matter what. You can check the plug wires with a multimeter if the plug wires are good you should have 5.3 to 5.8 ohms of resistance.
You may have a small vacum leak, there is a rubber plug on the top of the throttle body that may be cracking or the rubber throttle body gaskets may be cracking.

Ok, I checked some things today. Filter, plugs, wires, and such. It just got a tune up at Harley 1800 miles ago. I have a prepaid MX plan that they gave me when I bought it and it is almost time again so I may just let them look at it.
One thing I found is that the rear spark plug was fairly loose. I took it out for a ride today and it did fine up until about 15 minutes of riding. It is not so much a surge as stated before but a quick loss of power, this is only occuring under extremely light throttle.
Thank you to all that gave some tips to look at.

You can try reloading your tune. Or just accept it as normal for a really lean light load mixture.

Mine does this too. I attribute it mostly to tune drift because if I reload it will go away for a few days, then return. Typically only does it for me when I'm on a downhill grade and throttle is barely open. It's most noticeable when the bike is cold. Like when I get on to go home from work.

It's not likely hurting anything, but I know how you feel, it's a weird feeling. IMO, as long as it's not present under load I would not worry about it.

Thought I would post up again. Found it to be the plug wires, Harley uses those zip ties that secure the wires up to the frame away from the motor, must have been to tight and the heat melted the wire around the zip tie. New wires and she runs like a champ again.
Thanks for all the help.

Its been my experience that it's best to start with the simple things first. Glad you got it fixed and running good

If it got hot enough to melt a wire you have bigger issues than just the wire being bad and some surging.
