I'm in the proess of putting on some bars, and I'm re-wrapping the wires with some heat shrink tube covers. Anyway a few months back I had some issues wiith my radio controls and it was becaus of pinched wires. I loosened the control brackets and found a wire or two out of place. put back together and everything worked fine.

So this is what I have now. A couple of wires are frayed and/or crushed. I think I'd be ok with just wrapping some with electrical tape and then shrinking the cover tube over them. Sound about right? or is there a better way to handle them so I don't have issues donw the "road".

I would cut that bad spot out, solder it and heat shrink.

+1, and if the wire is short, put a small splicing in. With the vibration in the bike and the pinch in the wires, its likely to cause intermittent problems down the road.
