Do you have anything plugged into the accessory plug under the seat? If not, make sure the rubber boot is in the acc plug. You may have picked up a chunk of something in the plug causing a short. Check for crimped or smashed wires. I think the brake light is also on that fuse... but not sure.... so check that wire too.

And try setting the acc switch to off to see if the fuse holds.... I should have said that one first.

You probably have a crimped wire somewhere....get a circuit breaker to replace it until you find it. Makes things a lot easier than going through a couple boxes of fuses. I replaced all of my fuses with CB's after dealing with a similar issue a few years ago.
