I would go the Rattle Snake grade hwy 129 Wa which turns into Hwy3 in Or if they are done working on it and head to Joseph. Then I would take the forest service road 3920, 39 in some spots or it's called Upper Imnaha Rd at the N end. There is gas at Oxbow, no super last year and ride up to the dam and back along the ID side. The road from Oxbow to Richland and then on to Baker City is real nice to with gas in Richland and Halfway as I remember. The road to Brownlee Dam is supposed to be paved to 95 but I've never taken it. I love riding down in that area but I'm usually heading to the great roads of Eastern Oregon instead of Boise.

I should say the forest service road out of Joseph is in pretty good shape it's paved the whole way but a little rough towards the South end but easily passable last year you just have to take your time I saw BMW and Corvettes on it so it wasn't that bad.

If you head out of Baker City on 7 you'll come across 245 to Hereford and on to Unity. It's called the Dooley and it's one of a great number of Rd's in that area. Stop at the store in Unity and grab one of the free riders maps they have (most stores in the area have them). The maps highlight the great roads in the area and some spots will tell you how many curves are in these stretches of roads. Depending upon the time you have I would take 26 and head to 19 and Spray and then Fossil. 218 to the John Day Fossil beds is a awesome road. If you do this make sure you continue on through Antelope and on to Shaniko. From there I would probably back track the same road it's that good and take 206 through Ukiah on to 82. There are so many good roads in that area it's so hard to narrow it down. When it's open the Anthony Lakes road is awesome too.
