Is tuning necessary with Stage 1?

Your question comes up often. The answer is yes and no.
The factory exhaust on M8 flow pretty good as is. So unless you go nuts with some wild really free flowing exhaust you are fine.

The air intake is pretty much the same answer. As other mentioned. The stock one flow plenty of air .
In most cases unless you are shopping for some really free flowing Air cleaner intake. You will be good as is.
The M8 power wise really gain very little if anything form a stage 1 other than some sound change and as you stated some style with a different AC cover.

The real problem with warranty comes into play with tuning. Doing anything with a SE tuner is a waste of time and money.

Stage 1 is really just a setup getting ready for the stage 2 where real gains come in. The exhaust and AC choices really come into play when picking a Cam.

Tuner that are outside of EPA regulations will be souvenir in couple days! 😉
We will still be doing mods and tunes. Just back in the garage doing our-self as we did 40 plus years ago.

Yes you are probably right, but with injection this will be a little harder than the good old carburetor and ignition points or adjustable ignition. I was reading on micro squirt and other tuning devices that are more DIY oriented but with CANBUS gauges will be a lot more of work to implements IMO but there is hope :) .
We will always find away. You can bet there will be a back room DYNO or two around.

Many discussion about this in many forums. Go check Keven Baxter on YuTube latest video he did talk about it quickly also! If you already in the wagon and own a tuner you should be ok! I guess until snif test will be mandatory or other rules they will come with! maybe decides to lock software when you gonna try to do update them who knows! Why do you think HD is only selling a crappy tuner that most people hate or complaining they doesn't do much? because HD have been ding by the EPA ( why do you think on your Dynojet box it says only for close race? or like many other parts like camshaft  ) Like you said more to follow and I cross my fingers for my future built! maybe my next one will be a carburetor :)
CA will start. they will out law carb engines. Also older cars and bike. they have already brought it up.
Of course the EPA will follow their lead.
