This is a noobie question, please be gentle lol. Now, when installing an aftermarket amp with the OEM Boom Infotainment, what's the difference between using a Line Out Converter vs. a Line Leveler? Can either one be used? Pros and cons? Appreciate all input.

The LOC converts high level speaker inputs to a low level input which most amps prefer.

The line leveler does that as well as flattens the signal coming from the infotainment system to minimize the spikes built into the various Harley flashes. It’s not perfect, but for most setups it’s way better than taking a chance with a flash. The best option to truly flatten the signal is a DSP but that’s a different thread.
