New to the forum, so bare with me. My local PC guy will not PC the fork legs because he says they never turn out. He says they out gas. I have a 10 FLTX

I don't know where your PC guy is coming from on this one. We have a Vendor on this site that does allot of powder coating. If you want to get a more expert opinion I would ask voodoo041672 by emailing him. I'm sure he has done his far share of lower legs.
