My shocks came out of the box 14 inches long center to center. I can't push them down by hand. I want to shorten them to ease the installation. Is this normal?
Yes, normal. Remove the storage caps(if there are any) over the air hose connectors and they should collapse fairly easily, though they may be slightly stuck in the extended position out of the box.

Are you able to lift the rear of the bike up so the swingarm/wheel drop down, making more room to install the shocks? Maybe put a block or a floor jack under the rear wheel once its in the air so you can control the swingarm / wheel once you unbolt the old shocks. Might be easier than trying to compress the shocks.
