I have a 2009 Road Glide with Rush ceramic coated head pipes and Rinehart 4" slip-ons....in looking for a little less noise and changing to Vance&Hines Eliminator 400's with quiet baffle option, will I need to get retuned/remapped ?

That depends. Has you bike already had an ECM tune, any intake or cam changes?.

IF you have had it already tuned for the changes you've already done, this won't need any changes.
