Retune of stock ECM??

Has anyone heard of reprogramming or mapping a stock ECM? a friend of mine just had his 2014 street glide remapped for $200 and dyno'd for $300. He added Rinehart true dials and a ness big sucker intake. I didn't think a stock ECM was reprogrammable??? The guy that did this has some software and is licensed to use it? He is very happy with the results and the guy was also able to make the throttle more responsive..... Anyone have any feedback positive or negative????

I'm going to see if I can find out more from him. I asked if he bought a turner and he said no, he just paid for him to remap the ECM. He did say it was "something vision". Does power vision make a software for mechanics to just retune a stock ECM w/o adding a tuner?
He is happy with the results. I wasn't wondering if he was ripped off. I spent allot of time reading this forum when I decided to do my mods which I'm also very happy with. I just found it odd that I don't remember reading anything about upgrading the stock ECM w/o purchasing a module (there are tons of posts on this site so I could of easily missed it). I currently run Rinehart true duals, the SE heavy intake with a PV5 and couldn't be happier with the results and still wouldn't consider the method he choose.. I also like the fact that I can change things up if I decide to. Thanks for the replies all! Safe riding!!
