sure, if you rolled them a whole bunch, like 90° or something. not sure on the 24s, but the earlier ones had grooves/pins in the bars and perches to mitigate that.
New ones have the same pin and gets taken care of the same way it has since 2015. Yanked, punched or ground off.

Dealer is telling me the wires could get pinched from rolling bars forward
With the upper clamp pin ground flat there was lots of room to roll the bars forward - with no pinching whatsoever. And both hand controls with mirrors rotated back with no pinching either. The only concern for me was with the handlebars to the left to lock it was just enough room to NOT touch my 12" Freedom windshield/splitter.

No dealer allows the lower clamp pin to be removed (older Road Glides) or top clamp ground down on 23 CVO & 24 RG. NO is the expected answer from any dealer on account of "liability" issue(s).

The older RG's you could remove the lower "stop" pin. The 23 CVO and 24's have a cast pin on the upper clamp. Removing the stainless pin or the new style cast pin allows the bars to go farther forward (or back).

23 CVO and 24 RG's are different. The cast pin can be broken off on the TOP clamp. The older RG's you could remove the stainless steel pin (with a pair of vice grips) from the lower saddle.

With the new extended reach Saddlemen seat I actually pulled my bars back from where I had them with the Harley Tallboy. Still past the Harley pin stop, but more inline with the angle of the front fork.

My current bike had them rolled forward when I rode it home from the dealer. At first I thought it was just the "new bike" thing. Made the hand controls awkward and the wrist angle all wrong. Dealer swore they didn't do it. When I took it apart they were as far forward as the pin would allow. I pulled them back inline with the forks and everything was back to the "normal" I was expecting. I can see in that picture they rolled the bars forward but DID NOT roll each side control BACK (to bring the clutch and brake levers more level). That picture is unrideable to me like that.

Off course the lever placement is dependent on the individual rider's position on the bike.
 
Did you feel like the tallboy seat gave you more room? I use to run a tallboy seat on my 16 RG Ultra, but the new bikes the tallboy doesn't move you back it moves you up. Does it actually move you back from the tank at all? Maybe Harlesy description of the "New" 24 tall boy seat is wrong. I ended up wth a saddlemen road sofa extended reach. My arms still feel like the bars are too low, I'm 6'3 does rolling them past the pin make a huge difference?
 
When I bought my 24 and before I even started it up I had the dealer put the tallboy seat on and remove the pin so they could roll the bars forward for me. I sat on it and put them where I wanted and he tightened the clamp. Now that I have the new extended reach road sofa seat I had to move the bars a little closer to me again lol
 
Rolled my bars forward on my 22 RGL at 1000 mile service. Dealer did it at no charge (VIP service contract) and even ground down pins in switch housings so they could be adjusted too. Much better than stock (even with pulled back wrist angle from stock bars) and rode with them like that for 20,000 more miles. Finally pulled the trigger because I was tired of poking my belly on slow speed turns at wheel lock and rolling my hands over the levers, etc. Went with KST Vanguard bars since they are fully adjustable. Found my perfect neutral wrist position and rolled them forward for a comfortable slow speed wheel lock position, then rolled switch housings and perch clamps to be where they should be. I should have done this a while ago, it is now perfect for me. KST Pathfinder bars in 12", not too wide for my 5 ' 10" 210 pound 60+ year old body. Love them.

Harley's Website on their 24 Tallboy is/was wrong. It moves you back about an inch, not up.

And yes, I'm also 6'3" and had to move forward past the pin. Much, MUCH more comfortable.

Probably should have taken a few pics "before", but I rolled my 24' RG bars forward. I couldn't take the handlebar "pullback" feeling, and loosening the handlebar clamp only gave a few degrees of forward roll. Not enough.

Laid a blanket down on the tank. Pulled the 4 bolts on the handlebar clamp. Put the handlebar in a safe configuration on the blanket. Took a pair of lineman pliers and broke off the locking pin from the top cast clamp. Then took a die grinder and CAREFULLY ground what remained of the pin flat. Voilà! The bars can roll forward without pinching wires! Torqued the hold-down clamp bolts, then loosened and adjusted both side handlebar controls (to roll the mirrors back).

A Tallboy seat and the bars rolled forward make for a comfortable ride!

Sooooo much better, and no need for apes or risers either!
