Definitely sounds like EITMS is enabled. I have NEVER used it... no need where I'm located.

That's what I am guessing too. I have the EITMS engaged in 100+ heat just for giggles, and for my inner thighs! But don't like the lag (stumble) in throttle when taking off from a stop either. The EITMS isn't really necessary... if it was detrimental to performance or otherwise the MoCo wouldn't give the rider the option to turn it off. Try disabling the EITMS and see how you feel it runs.

This is what I know about IETMS
You can disable IETMS by rolling the throttle fwd for a few seconds on of the lights will flash saying its disabled.
When the engine is shut off it will reset to on (default)

here is some info I retrived from HD Forums

Enabling/Disabling EITMS

Enabled: The EITMS engine cooling feature will automatically activate whenever the vehicle comes to a complete stop and is idling during elevated temperature conditions. Even with the feature enabled, it may not activate under cool riding conditions.

Disabled: The EITMS feature is not active under any conditions.

Vehicles are delivered from the factory with EITMS disabled. EITMS can be enabled or disabled by the rider by performing the following procedure.

Turn the ignition switch to the ON position and push the engine OFF/RUN switch on the right handlebar to the RUN position (do not start the motorcycle).

Push the throttle to roll-off position and hold.

See Instrument Lamps. After approximately 3 seconds, the cruise indicator lamp will either flash green (EITMS enabled) or red (EITMS disabled).

NOTE:
A flashing lamp indicates the EITMS setting. A solid (non-flashing) lamp indicates the cruise control setting.

Repeat the procedure as needed to enable or disable EITMS.

I used to run 660 lift cams and they were so big that when IETMS kicked in at a light it would stall out as the motor didn't have enough with one cylinder running and being hot to keep it running. I had the local dealer disable IETMS to default off and it never stalled at a light again when hot.

I doesn't reset to "on" on mine when I shut the engine off. It only changes when you manually turn it on or off
Default is on in the ECM. The only way to set it to default off is either by a tunner (PCV or other) or having the dealer turn it to default off. Turning the key off should reset it to its default.

I could be wrong wouldn't be the 1st time, but I'm usually not wrong.

Like I said. It doesn't "default" on mine. Never did. Only changes when I change it manually as specified in owners manual.

Quoted from the HD manual via HD website (https://www.harley-davidson.com/app-content/owners/om/2015/en/TOURING/file-6.html)

Engine Idle Temperature Management System

Top of page

The Engine Idle Temperature Management System (EITMS) can provide limited cooling of the rear cylinder for riders who frequently find themselves in prolonged idle conditions or traffic congestion.

Operation

When engine temperature reaches a predetermined point, the EITMS turns off the rear cylinder fuel injector. The rear cylinder becomes an "air pump" which works to cool the engine.

EITMS activates (rear cylinder turns off) when all of the following conditions are met:

NOTE:
EITMS does not activate within the first four minutes after starting the vehicle.

Ambient temperature or engine temperature exceeds temperature threshold
Throttle control is at idle
Vehicle speed under 1 mph 2 km/h
Engine speed under 1200 rpm
EITMS disables (rear cylinder begins firing again) if any one of the following occurs:

Ambient temperature or engine temperature falls below temperature threshold
Throttle control is above idle
Vehicle speed exceeds 2 mph 3 km/h
Engine speed exceeds 1350 rpm
Clutch is released with vehicle in gear
When the engine is in EITMS operation, you may notice a difference in idle cadence. Additionally, there may be a unique exhaust odor. These are both considered to be normal conditions.

Enabling/Disabling EITMS

Enabled: The EITMS engine cooling feature automatically activates whenever the vehicle comes to a complete stop and is idling during elevated temperature conditions. When the feature is enabled, it may not activate under cool riding conditions.

Disabled: The EITMS feature is not active under any conditions.

EITMS can be enabled or disabled by performing the following procedure.

Turn ignition switch ON. Push the engine OFF/RUN switch on the right handlebar to the RUN position (the motorcycle may be running or not running).

Push the throttle to roll-off position and hold.

See Instruments (Fairing Models, typical) and Instruments: FLHR/FLHRC. After approximately 3 seconds, the cruise indicator lamp will either flash green (EITMS enabled) or orange (EITMS disabled).

Repeat the procedure as necessary to enable or disable EITMS.

NOTES:
A flashing cruise lamp indicates the EITMS setting. A solid (non-flashing) lamp indicates the cruise control setting.
The EITMS setting remains in effect until it is changed by the rider or dealer. There is no need to reconfigure EITMS at each startup.
