I know that for the regular touring models that 2011 was a crossover year when the 103" was available but the 96" was still produced as well but was being fazed out. Talking to someone the other day they said they had a stock 2010 FLHP that came with the 103" from the factory. Is this correct?

As well as I can recall the police models skipped the 96" engine completely and had the 103" police version starting in 2007. I have heard that the cam was a little different. Not positive on that.

The only one in 2011 that 103 was standard was the RGU, it was an option on the rest in 2012 it was standard on all touring models.

I’m aware of when it became standard in the regular touring bikes. My question is about police models. It seems to be a mystery even amongst people I know that work for HD. I have found evidence that the 103” did in fact come in the police models earlier than 2011.

According to the parts book, all of the 2010 Police models list the (4" bore) cylinder as PN: 16547-99A. 103 was a 4-3/8 bore cylinder - So I gotta go with no to the stock Police 103.

Now maybe a few very late 10's got fitted with the - new for 11 - ABS & 103 kit ... I don't know.

So here is a video where a salesman actually states that FLHP models came with an upgraded motor and that this 2009 has a factory 103".
