vents

Hi guys I picked up my rgs last week and have issues with the wind, after reading the reviews i got a kw14 flare windshield, its better than the stock but still bouncing eyeglasses. The tech at harley said to open the vents if i get a shimmy otherwise keep them closed. I though the vents were there to prevent the bouncing i tried them opened but dont know if im doin it right does any one have similar issues?
