My buddies 13 Road Glide motor blew and he can't afford to buy the new parts so I'm trying to help him out. He's a full time student and Combat Veteran so any help would be truly appreciated. If anybdy has a line on where I may be able to get these parts on the cheap please let me know.

The 95 inch and 103 inch cylinders are the same so you can search for any cylinders from 1999 to 2015.

Call PC Pain (Jon) at Horney Toad HD and let him know you are a forum member for discount HD parts, I got brand new 95/103 cylinders from him for under $275 shipped.
If the pistons are still good you can just buy new rings and you will need a top end gasket kit.
The cylinders are not that expensive and when you get new cylinders you don't need to hone or bore like you would with used cylinders.

Search on eBay and craig's list. Plenty of cylinders on there. You can even buy 88 stock cylinders on the cheap and bore them to fit the pistons if his are already good. Boring I've had done for $50 before

I have the top end from a 96 inch 2010 flhx heads Pistons jugs etc if they fit which sounds like they should. They have been sitting in my garage for a few years but should be fine had a stage 4 done on that bike at 2000 miles so the parts are in great shape

These parts would fit but it would turn the 103 into a 96 inch engine which would be going backwards IMO.
The 88/96 inch cylinders would have to be bored to get the 103 pistons to fit.

I have a 2013 RG and did a stage 4 before taking home the bike. Only 10 miles on the parts I have the complete top end for your 2013 RG. PM me if you are interested.
