Did your CVO (regular not the limited) come with liners inside of the saddlebag?

if you look in your owner's manuals, it will tell you what you should have got with your cvo's. note that what they call 'saddlebag liners' is also commonly known as 'luggage'.

Are you talking about the felt fitted liners or the luggage the comes with the Limited? If it's the felt liners, I'd get with the dealer to see why they're missing on your blue one. It has flat bags so it should have them unless HD went cheap once again.
